REPORT PREPARED FOR THE TANZANIA PASTORALIST AND HUNTER-GATHERER ORGANIZATION (TAPHGO)

Summary: This report contains a review of the Tanzania Investment Act in the light of pastoralism as a livelihood system. The review was made with reference to the Village Land Act which in the views of many activists ensures security of pastoral land tenure if implemented on the ground. The report shows that pastoralists are justified to worry about the promulgation and coming to force of the Tanzania Investment Act given the level of emphasis accorded to investment by the policy framework as well as the historical and contemporary dispossession of pastoral lands most often for investment purposes.

Summary: THE REVIEW OF POLICIES IN THE AREAS OF WILDLIFE AND FORESTRY AND THEIR BROAD IMPLICATIONS TO PASTORAL AND HUNTER – GATHERER LIVELIHOODS. The role of pastoralists in conservation is increasingly being acknowledged. This recognition is happening at the same time when prime grazing lands for pastoralists have and continue to be alienated for conservation related activities. This short report is analysis of the policy environment and in relation to the wildlife and forest sector and their implication to pastoralists. The review will also be aimed at practical recommendations on how pastoralists can engage with these sectors for their own benefit. It will also where appropriate seek to point out those areas of law and policy where further change is required for a more pro-pastoralist policy environment.

Summary: The Tanzania Pastoralists, Hunters and Gatherers Organization (TAPHGO) is a membership umbrella organization for pastoralist, hunters and gatherers CBOs and NGOs. Registered in 2002, it envisages a society whereby the interests of pastoralists and hunter-gatherers are recognized and their basic rights related to natural resources, land tenure, secure livelihoods and cultural values are upheld, protected and promoted in their habitat.

This report covers the proceeding of the training on the subject matter creating awareness to the village government officials, community members and other stakeholders on land rights and land dispute settlement in their respective village.The training was carried out at Majengo village at Kaloleni ward in Meru District drawing participants from Kaloleni ,Getini and Engateni, the training was carried out for 4 days from 11th-14th October 2011, the training was facilitated by Donald Frank, Steven Shikuku, Loshiro Alais and Anense Kasaine from TAPHGO.
